Not much is known about this business. It was seen in the promo video for the movie. While showing some scenes involving stunt doubles, grown up Timmy crashes his bike into a sign outside Vicky's business. In the official trailer, Tootie is seen leaving this building and later bringing Timmy inside, meaning she might work here or have been visiting her sister Vicky. She makes her daycare like a prison, by making the kids she’s watching wear orange prison jumpsuits and feeding them expired squirtable cheese.
