Chloe Carmichael is the main villain in Engine Story 2. She stole Percy to complete her Percy's Roundup collection so she could sell it. She is also the daughter of the owner of Carmichael's Engine Emporium. Chloe is single-parented and thus not very good in school.

Chloe is an obnoxious, greedy and high-strung girl who has little or no patience for anyone or anything that gets in her way. She is also the daughter of the owner of the successful Carmichael's Engine Emporium store. However, when things do not go her way, Chloe resorts to dirty tricks to get what she wants. She is also shown to be rather lazy, such as when she complains about "walking all the way to Timmy's house on a Saturday", even though her house is only across the street from Timmy's house. She also sleeps on the couch at night rather than in her bed, still wearing her clothes rather than changing to pajamas. Despite her negative traits, she is genuinely grateful to her friend Timmy for fixing Percy's buffer after it ripped. Thanks to interference from Thomas, Henry, Gordon, James and Edward, her plan to sell Percy and the Roundup Gang to the museum failed.
