'Super Not-Cosmo' is the alter-ego of Cosmo. In Super Zero he turned to a super "hero".
Intelligence
When Chet asked Cosmo (as Super Not-Cosmo) who he was. He just said "It's not Cosmo". This shows another reason that Cosmo is Dumb.
