It is eerily quiet, the only people out on the streets being old, and homeless men who are not entirely sane, some murmuring "The voices are back, man..." Cosmo even states that the hobo needs his calming-down medicine and tells him to use his inside voice. The only-known inhabitants of this drab and ominous city are several hobos, the cashier at The Wizard of Cod diner, and some police officers who arrest Wanda after she accidentally trips and gets tangled in the crime scene tape.
Filled with darkness and shabby structures, Cleveland is portrayed as a very poor city filled with crime and unsanitation. The sky is dark gray, buildings consist of old red bricks, and all the roads are blocked with crime scene tape. Several signs are around the city, one with the words "Welcome to Cleveland" with some blood-red shaky handwriting under it reading "Why are you still here?" Another sign says "Welcome to Cleveland...NOW GO HOME!" There is also a billboard advertising the fast food eatery "The Wizard of Cod."
Cleveland Police Department
The Cleveland Police Department is the law enforcement agency of the city of Cleveland, Ohio. When Wanda accidentally steps on a crime scene and gets stuck on the police line, she is arrested, but after testifying, she is liberated, leading to the following exchange:
- Policeman: "Next time, stay out of the crime scenes!"
- Wanda: "But they're everywhere!"
In the episode, Farm Pit, Cosmo, Wanda, and Poof (later joined by Timmy) are taken here by a tornado. Remembering that the same thing happened to Dorothy in The Wizard of Oz, Cosmo concludes that he must be in the Land of Oz now. Despite the dilapidated and decrepit appearance of the city, Cosmo sees it as a wonderful paradise and wants to find the Wizard of Cod to ask him where their wands are.
As Cosmo follows the yellow tape road, he comes across the scarecrow (a mop that apparently smells like a bus station bathroom), the tin man(a news dispensing machine), and the cowardly lion(a hairy hobo). After a while, Cosmo appears dressed in Dorothy's dress, and he reveals that he stole the outfit from a sleeping boy--or at least he thought he was sleeping, implying that Cosmo may have looted from a dead guy, supported by the fact that there are crime scenes at every corner.
